Soak horse gram, rice, dals together for 4 hours. Drain and take it in a blender. Puree coarsely and take it in a container. Add remaining ingredients and mix well. Heat oil in a tawa, pour ladleful of batter and make dosa. Drizzle oil around the sides and cook till golden on both sides. Serve with chutney.
